Pennsylvania Online Licensing Widow Opens on 4 June

The Pennsylvania Gaming Control Board (PGCB) announced that they would begin accepting licensing applications for iGaming platform providers starting 4 June.

The licenses will not be cheap and will come at a cost of $1 million.

PGCB stated that all companies interested to provide online gaming platforms in the state can start submitting their Interactive Gaming License Applications on June 4 by fulfilling a 59-page-long form on the PGCB website.

The regulator also requires that all applicants be fingerprinted before they start a detailed background investigation for each individual applicant. The period during which applications for an all-in-one license can be submitted is a 90 day period, from mid-April until mid-July for a discounted price of $10 million.

All-in-one license covers online slots, online table games and online peer-to-peer gaming. After these 90 days, it can be applied only for one kind of license of these three and each will cost $4 million. Non-Pennsylvanian operators can start applying after this period, in August.

Since the Pennsylvanian market is relatively small, we can expect only a few of big providers to apply like SG Digital, GameAccount Network, 888 and GVC. The last legislation in the country, signed in October allows only 12 licenses for each online category (slots, casino table games, poker) but this is yet to be confirmed since the number rose to 13 meanwhile.

The question about number of “skins” permitted still remains unclear.

Some casinos in the state want to limit the number of casino websites each casino can deploy while others want to follow the New Jersey online casino model where multiple websites work under the same license.

The second option is considered better because in that case online casino software companies can partner up with land-based casinos and split the expense of the permit. This will be solved out at a scheduled board meeting on 4 April but neither casino nor platform will apply for a license until the “skins issue” is clear.
